This series consists of a series of circulars, abstracts, and memos issued by the Commissioner of Indian Affairs. The circulars provide general information about policies and procedures and give detailed instructions to Indian agencies. In a few instances, responses to requests for information are attached to the circulars. While most circulars document agency administration, such as records management, Office of Indian Affairs policies, practices, and procedures, some also relate to agriculture, forestry, land, medicine and education.

Mount Pleasant Indian Industrial Boarding School in Mt. Pleasant, Michigan, was established by an act of the United States Congress in 1891. This provided funding for creation of an education system of off-reservation boarding schools and vocational training centers to educate Native American children.
